and would like to clarify that USB Target Disk Mode DOES in fact work in Windows with a few caveats. I put my 2016 MacBook in USB Target Disk Mode and plugged it into my Windows 10 PC with a USB-C to USB-A cable and it showed up as an unknown device as stated. Then I force installed it using the 'Apple SD Card Reader' driver from Boot Camp and it shows up now as an 'APPLE Target Disk Mode USB Device' drive. With the correct driver (in my case, Paragon HFS for Windows) I can now copy files to and from my MacBook on my Windows PC.
Can Apple add official support for this as all that needs to happen is to add the hardware ID for a MacBook in USB Target Disk Mode to an existing driver. Meanwhile I hope this post helps someone! 🙂
